Introduce scroll-bar-adjust-thumb-portion.

* xterm.c (scroll-bar-adjust-thumb-portion): New variable to
determine whether scroll bar thumb size should be adjusted or
not. Use variable for MOTIF.

* gtkutil.c (scroll-bar-adjust-thumb-portion): Use variable for
GTK.
